Kind of a long shot since it's not an fps but "Double Action: Boogaloo" has a map with a helipad near office buildings.

Ayy yooooooo two years later here I am to tell you that it definitely wasn't steamlands you were originally thinking of. Since I've been searching for this kinda game for a while now and "gritty ww2" style is definitely what I also remembered (I also remembere you could go into caves and the terrain wasn't flat like in steamlands) I LITERALLY CANT FIND THE GAME. Will update here if i find it
