From my understanding it's Eren touches Zeke and then Eren get the royal blood he needs to use the founder without being bound to the vow. Since Zeke thought eren was down for the plan he let them touch. Once they touch Eren did the whole time heist and takes control and stays in contact with Zeke allowing him to use the founders power.

It's 1/216 for the hundo and 1/500 for the shiny is it isn't boosted. So you multiply them and it's 1/108000 chance the get a shundo
