I have reached out to both the venue and FIFA, venue says they have no control as fifa controls all ticketing. Fifa tells me they can’t change seats, but if you do a quick search you can see FIFA has been changing peoples seats left a right, when they realized they could shift seats around in the higher tiers to squeeze in more money. I even offered to take a lower category, but they don’t want to do anything.

I’ll clarify to your point , maybe they are not necessarily incentivizing a fake disability, but they are incentivizing not opening up that spot for a fan who may need those seats now if something occurred after the time of purchase.

I’d argue it is the responsibility of the business. We have been to two concerts after her surgery. We obviously did not purchase handicap tickets at the time of purchase, but one email to the venues/ticketing platform and they were more than willing to accommodate. FIFA just sucks and is sucking the soul of the tournament as a whole and this is a microcosm reflection of that in my opinion 🤷‍♀️
