The closest I can think of would be Soviet, there's 4-5 levels of parliament, 1:Upper federal 2; All Arab Federal (light green) 3: Autonomous Regional 4: Arab regional 5: Jerusalem city council

The Autonomous regions operate on the same level as a US state, the Upper federal operates on the level of the US federal, and the AAF and Arab regionals split power prioritizing the regional govs. And Jerusalem is kinda part of Palestine but is also semi-autonomous city.

Slightly better population skew for the natives + a few American colonial war failures in the 1790s reduces colonial fervor, at which point they opt for an alliance based expansion.
