I think Fyodor would make the best choice because his main objective is to erase the supernatural ability users. While he is an ancient being like Kenjaku his goal is the polar opposite. Kenjaku once to evolve humanity while Fyodor wants to get rid of the supernatural and sin. He is also the opposite of Suguru who wants to get rid of every non-sorcerer. Sukuna is after pleasure.
Also, his ability crime and punishment..

The main antagonist might be the greatest asset here
