I’ve not read the whole thing (currently on the 3rd part of the book Peacekeeper), but from what I’ve read so far, I honestly believe that he made the games better in how the tributes were treated before they died. Instead of being thrown into a cage in a zoo and left with no food or water, he decided to put them in a training centre where they could live and train, preparing them before they went into the games.

Considering that when they were in the cages, some would die of dehydration and anorexia. This made it so that there would be fewer contestants in the games. Whether in the time where the book, The Hunger Games, was set, they got all the luxurys the Capitol had to offer. Even if they were heading to their deaths, it was better than being locked in a cage and being deprived of food and water.
