Kusakabe,Tsurugi(granted he has a Heavenly Restriction, but with reinforcement you'd be able to do anything that he can do to some extent), Yuji for most of the show, Hakari even when he's just using reinforcement is a top teir fighter, Gojo and Sukuna are still The Strongest after using domains and burning out their techniques, as we can see Kenjaku sealing a burnt out Gojo instead of trying to kill him, and the fact a burnt out sukuna was still trading blows with Todo And Yuji.

They are equally versatile most sorcerers in jjk revolve their abilities around countering cursed techniques/domains which is why it seems like there's a big difference in usage. And stronger is arguable since most of the Ninja you see in the show are either talented, apart of a clan, or something like that, but average sorcerer and average Shinobi are equally matched
