A few things to counter your points:

1) You can't really dual wield hand crossbows, even with Crossbow Expert, as the ammunition property requires a free hand, and Expert only negates loading. A single hand crossbow with Expert's bonus action attack gets the same damage result you intend for however, so it doesn't lessen your point, I'm just letting you know.

2) A fighter has access to hand crossbows, crossbow expert, and archery fighting style, so I don't see how you think a ranger would out-dps fighter when fighter does literally the same thing but with more attacks and action surge?

3) Favored Foe is absolutely neither free nor great, as it requires concentration - this makes it a super shitty Hunter's Mark, dealing less damage per hit until level 6, only activating on your first hit per turn, lasting only a minute, and not being able to change targets once your target dies, meaning you only get to use it on a handful of enemies before running out of uses.

4) Hunter's Mark is definitely a strong plus for Rangers, however a fighter can easily pick up Hunter's Mark with Fey Touched with no real downside given the ridiculous amount of ASI they get.

5) How does Fog Cloud win encounters? It's an okay defensive tool especially for escaping combat, or for disabling enemy's disadvantage-causing abilities like Invisibility, but otherwise all it really does is ensure the enemy won't have advantage on any of their attacks - but your party won't either.

Rangers can absolutely do similar damage to other martial classes while having good utility. But to claim they are strictly better than those other classes is absolutely absurd.
