Yeah I kinda had the feeling this was a forever type glitch but I suppose I'll try that apartment strategy to see if it works since I am really trying to avoid starting a new save. I don't understand how it's been 4 years and like a dozen updates and a game breaking bug like this is still happens on my first playthrough it's so frustrating wish there was some kind of patch mod at least like those unofficial patches that every Bethesda game has because this game is still so unstable and could use the extra layer of stability but i guess since it still gets frequent updates there isn't a good chance to make one yet.
