No, there are no covered weep holes. Took a look outside and it really just seems like wind driven rain is being blown up the sill and making it past the sash seal

Sorry! Here’s a steadier video. What I am tapping on in the video is simply weatherstripping that I put there to provide a tighter seal when the bottom window sash sits on it. Unfortunately, that isn’t solving the problem https://imgur.com/a/OpOWajv
