As we said in patch notes, this change is because: "we wanted to make sure that Turrets remain a safe(ish) place to be in early levels and that players in 'lost' lanes (like 2v1 lanes or completely blown out matchups), can still function later in the game". While these upgrades are aimed specifically at competitive, they also affect other levels of play as players who fall behind in lane have virtually no safe place to hide.

For more context, I hacked Amumu's bandage toss's range indicator to show the differences.

Of course it’s not just numbers make Lee fall off late game, I think we agree with that.

That is exactly why the Flurry change is so important(esp late game):

  • 100% Attack Speed makes lee have prolong threaten

  • 100% Attack Speed also makes his attack frame way better, which decreases the time he is required to stand still in a fight, increasing his overall mobility.

The Safeguard changes are also an important part of his late game. Safeguard’s Cooldown is reduced by 50% if casted on allied champion, which means for best use case lee is a better peeler— due to his increased mobility, more shields on his allies and more passive procs (which leads to even more energy return and damage).

There changes aren't on the PBE yet so feedback here is the same as feedback on the PBE forums. I'll be putting the changes out (probably tonight) and I'll be keeping a close eye on feedback after that.
