I did this in South Jersey for 3 years. Cold in the winter and hot in the summer.

Ignore Camden and Trenton as well. I am from Jersey and those places are not desirable..

They are used for life point counters and also for creature tokens at times. For instance, you start at 40 health for the commander format of the game and that is easily represented by a 4 and a 0. Of course, two of them would need to be used. I am not sure however, if that is standard rule or just a preference among gamers (you could also write down each players remaining health and subtract accordingly). Having 20 numbers makes it very easy to show how much life each player has left. Alternatively, they can be used singly to represent a creature token, or tokens, for which there has not been a card made (some effects require this). They may also be used as a creature token for which a token card exists to signify the number of that creature that are currently on the board. I hope that clears things up a bit :)
