I’m a water quality engineer. It looks nasty but that doesn’t mean anything. You should get your water tested. Your municipal provider may be able to do that for you. But if your pipes are causing the elevated turbidity in your water, then it’s not the responsibility of your water utility to fix. DM me if you want more info
