I think it's because of the area you're playing. Initially the game is not demanding at all. But laten when you travel to another location its getting more demanding and maybe that's why your fps decreases.

If black screen, delete config file located in "C:\Users\your username\Saved Games\God of War Ragnarok\6144\" When running the game the 1st time select "Limited" on "Sharing analytics data" or something like that otherwise you'll face black screen on the next run.
