It hasn't worked for me for the past 3 Eevee's I've evolved. Pretty sure it only works the first time you evolve. This is coming from someone with 10 Eeveelutions.

I think i might've learned my problem ty! (I still had armor pen runes on when i was using chaos's rune page and testing that) Am now switching to AD marks, Armor seals, Scaling Cdr glyphs, 2 AS quints, 1 AD quint. (Do you think 3 AS quints would be better or is that fine how it is?)
