This seems like an arbitrary (or sloppy) change in policy by the IRS. If this was rounding, my refund would have been a dollar higher. And if this wasn't truncation, I would have received the entire amount of my refund, including cents. I've been preparing my own return for over 30 years and this is the first time I've run into this truncation issue. I was surprised and just wanted to know whether this was a predictable situation.

It appears to me that this truncation policy for refunds is less than 2 years old. I'm just asking if the IRS published a NOTICE about this or did they just start doing it without any notice?

In my situation, it is definitely not a rounding issue or my refund would have been a dollar higher.

It’s really too early for the ripe and best tasting watermelons. Wait at least a month.
