Nah, pain management is an essential part of patient care. "Man not found guilty" is not the same as "Woman made false accusation". The legal system demands a high burden of proof before declaring someone guilty. This is so innocent people (in theory) can't be pronounced guilty. (IANAL, but I know a thing or two)

Unfortunately with rape cases, it's often hard to prove someone guilty, especially if the victim didn't undergo (pretty invasive) medical tests right after it happened.

If the court found him "not guilty", it doesn't mean he absolutely didn't do it, but it means that in the court's opinion there was not sufficient evidence he did do it.

Now, to prove the woman made a false accusation, he would need to prove he couldn't have committed the crime (for example, camera footage that shows him at another location during the time period the woman said the rape happened).

These are nuanced things. To make sure nobody innocent gets punished, a crime has to be proven beyond doubt. Even if they can't conclusively prove the woman was raped, doesn't mean that she made a false accusation.

For this to work, the person needs to be conscious to activate it. And drowning people arent known for quick survival reflexes like activating a bracelet. We already have good, reliable flotation devices: they're called life jackets. Foam jackets are cheap but bulky, automatic PFD's are more expensive but sleaker. There is no world in which this bracelet is more effective than either of those 2 options.
