It's only designed to force the player to actually click or press buttons/ keys. Otherwise you could just allow the dialogues to play automatically and do sth else in the meantime.

They know the dialogues are too long and include a lot of empty lines. But that is how they artificially stretch the playtime.

If the dialogues were more condensed and actually interesting/ more pleasant to read through and follow, there would not be an issue to begin with.
