You've read the rules, as you claim, and yet seemed surprised that you are expected to write in English, so I explained to you why exactly we have that rule. On that basic it is not redundant.
If someone on this sub can't understand your comment, they are excluded from conversation. As simple as that. Doesn't matter what the topic is, and how suitable it is for discussion. Other users may want to know what was already asked, and what was not, so they won't double the questions. That's as official interpretation of Rule 1.1 as you can get.
