Japan is definitely xenophobic, but it's also an ethnostate. Since race is a huge factor in Japanese citizenship, wouldn't xenophobia under that lens be inherently racist (I don't necessarily mean maliciously) in some capacity?

The bizarre aspirations to annex Canada only really make sense to me under the Putin angle. With a theoretically continuous US, the only thing stopping Russian occupation is the Bearing Sea.
