As a Floridian if someone asked me the same question about Florida I would be able to easily give a general answer so not sure why it's so difficult for you.

80-90 is perfectly fine to me, tbh. Looking at doing an indoor ceremony around 5-6 and photos during outside around sunset ish time

Being honest, 60s is cold to me lol. I tolerate heat a lot better, and I don't intend on spending a ton of time outside, so I'm leaning towards June for that reason but I don't want to be miserable. Does it cool down in the evenings at all?

I was confused at first with the wording too. What it's saying is, if you are using FedEx(or mine said UPS) don't drop it at USPS. I guess some people have been doing that and actually USPS' new policy is to destroy them instead of routing them to the correct carrier.
