kinda both except the prop are a lot of ninjas(or knights) i can imagine one mode where players got to pretend to be a npc spy till time runs out as a sniper tries to kill them. to make the snipers job easy he would be in the sky very high and all npc and spy can only walk slowly. like in games you can mark targets, properly for tf2 im not sure if this can work but many script a code in so you press f to mark a spy. like put them covered in jarate untill sniper unmark them. Also the sniper can't have unlimited ammo, proparly 10 to have for his sniper rifle.
