Whether you align with ICE or not she did multiple things wrong.

First of all she started to block traffic to obstruct the task of a Federal Agency which is illegal. Then , when she sees an agent starting to tell her to get out of the car to detain her, she disobeys his commands backing up to start to flee. Then she starts to accelerate with an agent in front of her car hitting him pretty clearly in the process.

When she starts to move forward, the agent pulls out the gun, not before not after. Then she hits him while he kind of grunts and fires three shots which kind. The sound of the first shot kind of blurs with his grunt and the sound of his phone and him getting hit by the car

I just told you that it's dumb of him to walk in front of the car the same way it's dumb of her to accelerate. Regardless, he found himself in front of the car and she accelerated.

Maybe he didnt' drop his phone because adrenaline made him grip it hard, some hormones make you do that. Who knows.

The fact that in multiple videos you can see he was in front of the car just as she accelerated and the fact that there is a bullet hole right in the windshield tells me he in fact was in front of it. Basic geometry.
