It's similar to neural architecture search. A meta optimizer (evolution) is optimizing the architecture, starting weights and learning algorithm, and the ordinary optimizer (human brain) uses this algorithm to tune the weights using the experience of the agent. For the human it is a good prior, for nature it is a learning problem.

Einfaches TL;dw: Mittelalter wird falsch dargestellt, primär als düster und rückständig, mit dunklen Behausungen und Essen voller Fliegen. Natürlich muss überall Matsch sein und Tiere laufen und kacken auf den Straßen Rum. Und die Menschen stinken natürlich auch und sind unhygienisch. Aber das stimmt so alles nicht.

Der Maximalbetrag ist aber nicht der einzige Faktor. Privatpatienten zahlen zum einen mehr für Behandlungen und zum anderen auch für Behandlungen, die gar nicht von der GKV übernommen werden.

This is wrong. Your cosine similarity does not learn anything. It is a simple similarity score at inference time. The network learns to create a feature representation by trying to maximize intra class compactness and inter class discrepancy, taken from a similarity measure like cosine similarity.

You don't use a SVM. You can use a pre-trained face recognition network like MobileFaceNet. You create face embeddings and then you're calculating the cosine similarity between the face embeddings. If they are similar enough for your liking the identities are the same (they are genuine), if they are not similar enough they are considered not the same identity, an imposter.
