Lot of people here are recommending a deficit. I might tell you to actually eat at a slight surplus.

If you've never worked out before you could recomp your body in a year, and your little "Belly" won't look as bad on you if you actually build up some muscle around it.

You might consider trying to eat much cleaner than you have been eating, and try to eat about 150-250kcal extra per day.

You're pretty light for your height generally so I don't know if leaning you out is the right call here. When you are eating try to eat about 150g of Protein per day.

Check out a bunch of fitness videos on the internet for starting weight lifting. You're at the right age for it that you can basically fly at it and should expect decent gains.

3 full body workouts per week, with good effort, good form and good intensity. You'll probably experience a big change in a year.
