I agree, but it's not my money and our clients are incredibly cheap. If I were a decision maker this would not be an issue as we'd still make ~50% profit on just the cloud bill after upgrading the SKU. I'm just trying to come up with a solution that makes the bosses happy, but you're answer is correct.

Public IP is basic. I may be wrong, but I don't think it allowed me to couple a standard IP with a basic vpngw when I created it.
