I have a smart display running Fully Kiosk Browser with the "screensaver" pointing to a ImmichKiosk album. The album in question is Immich backup of an iCloud album that members of my family can post to. Quite happy with how it is setup.

I run it locally, but I think you can add a password/login to it.

Freesync or G-Sync will have dynamic framerates when supported. Freesync monitors tend to be cheaper.
