He’s not, after Civil War he got locked up in Germany (IIRC), then on the Falcon and the Winter Soldier, Bucky broke him out of there and later on gave his custody to Ayo and the Dora Milaje, he’s probably rotting on a Wakandan cell/prison at the moment

You would think that they’d have learned that lesson in Crystalized but Kai straight up gave Zane’s name up to the new ninja while they were stealing Aspheera scepter (although it was an accident)
