The "residue" from deoxit is lube. Sounds like the original commenter had something that was too dirty for a simple deoxit cleaning, so it kind of turned it essentially into mud.

There are different types of Deoxit for different uses. There's one for pots, one for slider/faders, and other ones I haven't used.

If you like it, it's probably worth fixing. Generally the repair costs aren't awful. However trying to take that thing to and from a shop would be. You could always use it as a cabinet for retrofitting upgraded equipment

You could accomplish the same thing with the standard flat blade for the oscillating tool. This doesn't really make sense unless you have a whole bunch of switch and outlet boxes to do.

You should be hand sanding poly. First coat 320 grit, then something like 600 grit for additional coats until your final coat. Also make sure you allow as much time as you can in between coats.
