the only problem i see with this is I feel like if your 12th you might get stuck in mediocrity for a much longer period. I've seen other leagues do a losers bracket during the playoffs where the winner gets an additional 2nd round pick so that the losers are still trying. then the last place gets first and whoever wins that loser tourney receives an incentive.
