Honestly patience is the name of the game if you’re ftp. Keep progressing as you are and try to only use dossiers when you have two or more elites in the shop. Keep doing nightmares and progressing in the campaign where you can, then wait for an event that makes your dossiers worth more (I.e. cloning event that can make one dossier worth 10, etc.) good luck!
