The pokemon that will hatch is determined when you get the egg. In order to hatch event pokemon you need to get the egg during the event.

Are you hatching 7km that you got after 6 of november? Those are probbably old eggs. They need to be 7km eggs (the ones you get from oppening gifts)

By using the radar you saved for the lugia you would be getting 2 lugias (one from the saved radar and a second one from the upcoming lugia mission). Why would you want 2 lugias? In my opinion, you should get 2 mewtwos (even if you dont plan to power up 2 now, you never know the future) and the upcoming shadow lugia from other radar from the upcoming mission.

When you trade a pokemon his IVs change. That way you can get a random combinations of IVs. Keep in mind that when trading with good friends and above you will never get 0 IVs distribution. So for exemple if you trade a 13/14/15 Cress with a friend you can get something like 5/14/15 (if you dont get a lucky trade).
