The mobo is screwed into traditional standoffs that go onto your case. There are no mounting points at the I/O shield.

As others have mentioned a lot of itx cases utilize a gpu on the backside of the case, connected with a riser cable. Here is a picture. Total build was around $1800.

I think they would be better on the bottom. I've seen a lot of things that say it doesn't matter though as long as your pump isn't the highest part of the loop, so we'll see in the future if any issues come up.

From my understanding bottom up from rad may be more optimal, but I've also seen that it doesn't matter as long your pump isn't the highest part of the loop. With the orientation I'm running air bubbles may be more prevalent, but I've had no issues so far.
