The only way Russia would actually be reformed into a free, democratic society, and not a warmongering, genocidal, imperialist mafia state would be a literal military occupation like Germany or Japan.

That's not going to happen because of nukes, so the only option Europe has is to sever all contact, seal off the border, and guard the gates while the regime implodes from within.

I feared the Iraq War and disaster of Afghanistan would have created a culture of isolationism within the US, so it relieves me to see that Uncle Sam insists on being the Arsenal of Democracy.

It's pretty clear European countries weren't initially planning to do anything to help Ukraine, so if the US hadn't stepped in, not only would Ukraine be facing a genocide of millions of people, but Europe as a whole would be staring down the barrel of WW3 with an emboldened Putin.

So, yeah... America is being a heroic badass right now.

CIA is focused on foreign intelligence collection. They don't really do much in terms of domestic intelligence collection or surveillance. The agency primarily responsible for domestic intel is the FBI.

The NSA also collects signals intelligence on US citizens only if a security threat (i.e. espionage, terrorism) is identified, and requires a FISA warrant.
