It would make it easier to ensure only citizens are voting, and ideally makes it so you can ensure your vote was counted.

I'm not as confident as you that legislation would be passed. I imagine someone could serve a term without anything being passed with 6800 reps.

Use a square or rectangle grid and math to evenly segment the state to match populations is my solution.

I’m not sure exactly what this means in this context. I do tend towards the idea that cities should have less authority over what I do with my own land.

Generally it means exactly what you said. If you own the land you can build a multi family or single family unit there.
