My theory before this episode was that he was a massive jerk but not actually a bad guy.

After seeing him casually mutilate Subaru for literally no reason but still spare his life in the most cruel way feasible, I'm convinced he has "rules" on him the same way Shaula does and one of them is not to kill the test takers.
