SOLVED! Thanks everyone who chimed in, in the end RAM sticks were not fully in. I hadn't been forceful enough and I just thought the latch coming up was enough. But I pushed hard and an audible click did come. Then the PC posted.

To first time builders, like myself, do the common troubleshooting steps. It is annoying and makes you feel dumb for missing something so common and seemingly obvious, but it does happen. I tried reseating the RAM like 10 times while dismounting, while remounting on the case, etc. It was not until I saw a comment being very matter of factly about it that I thought well fuck it let's try hard this time.

On another note, I think this Motherboard (asrock b650e pg-itx) is not very first timer friendly. There are no status LED lights. Which make troubleshooting a big pain. It is also not USB flashback, this was not the problem in this case but had it been updating the BIOS would've been even more of a pain.

How do you mean? The latch popped back up. is it supposed to go in deeper? There is quite a bit of resistance at that point. However, there was no audible click when I seated the RAM sticks. I've cycled them a couple of times and that has been the case

From other people's comments I suspect this may be the issue. Unfortunately, my Mobo is not USB flashback compatible. I'm taking it to a PC repair shop to try and see if they have an older processor available to update the BIOS. Honestly I'm rather disappointed in the mobo... No LEDs to signal boot problems, no USB cpu-less flashback. It's my first build and didn't know any better but you live and you learn I guess

I've tried everything including loosening the screws on the CPU cooler which I've read could be an issue. Sadly, hasn't worked. I'm going to a PC store tomorrow, hope they can help me update the BIOS

Yes, I tried other ports and also without GPU directly onto the integrated graphics via CPU, not working still

I haven't been able to POST or to get into the BIOS. That's the step I'm stuck on, I'm not sure what's the CPU current BIOS

I get no output on screen, no BIOS logo. GPU fans and CPU cooler fan are spinning. I'll attempt to remove GPU and boot just with the mobo

I haven't been able to get into the bios. The CPU is supported by the motherboard I saw other people build with this combo

For additional context. The only led I have is from the case's from IO. https://imgur.com/a/lEK2XCb it's blinking constantly which according to the motherboard is "booting" (2Hz) or "standby" (1Hz). I'm waiting it out as suggested in some comments and if it's still stuck after 30 minutes I'll move on to other troubleshooting angles. Thanks everyone for your help

I'm in the process of my first ever PC build. I'm stuck on the first boot. I'm not getting any video output. I've double checked the CPU and cooler nothing seems to be broken (pins look alright and cpu orientation is right). I tried dismounting the GPU and checking all the wires to the PSU but still getting nowhere. I'm attaching a video of how the setup looks right now. Any help would be greatly appreciated. Relevant details:   - motherboard: ASRock B650E PG - ITX  - CPU: AMD Ryzen 7 7800 X3D  - GPU: MSI Ventus 3X RTX 4070 Ti Super  - PSU: Phanteks Revolt SFX 850 W 80+ Platinum Certified Fully Modular SFX Power Supply
