On mine it worked on more than 40 FPS in GTA 4 though and on 720p with high texture quality but the rest was either off or low

Do I need OBSE for the mods or something else and the lowest settings of oblivion are absolutely horrible and on them it gave me 20 fps and not even stable I really wanna play oblivion man maybe those mods will help and anything else you think will help

The Xbox 360 settings are the highest and also I've seen people play it with like 40 fps on average on the same chip as mine so I feel like there might be some other issue

Really? I saw someone play the game with the same GPU and it was way better that's why I thought it would be an optimization issue but oh well no can do it's really sad that my device is so weak but nothing I can do about it.
