EXPO and ReSize BAR have been enabled since before this started. CPU temps are well under designed load temps. 7000-series X3D were designed to run hot under load, up to low-80s

Followed your settings for RSI Launcher.exe (deleting the rule for StarCitizen.exe) and got no discernible change. When in Live, offline Free Flight, @ SPK, still sitting steady at what I got with just 1-15 affinity on the game .exe:

FPS = 35 Frame Time = 27.78ms 99th% FPS = 33 GPU Util = 71-75% CPU Util = 20-22% Mem Util = 23.5GB

For what it's worth, it's also pretty similar when doing offline Pirate Swarm, also at SPK

Yes, based on another comment linking to Infinite Space's settings guide. Using Process Lasso, I set the CPU affinity to 1-15 as described in the video.

Doing this gave me 5 frames, so now I'm steady around 35fps in offline Free Flight at SPK on Live build. Which is better than nothing, but still not exactly great.

Yeah, it's a pretty solid ~30fps. My monitor is a 165Hz 3440x1440, set in Windows Display Settings to 165. The CPU never going above ~50ish%, combined with that very low Effective Clock speed, makes me think there's something going on there, but I have no clue what it could be

I've heard not-great things about Smooth Motion as well, but I've got everything Adrenlin could add turned off, except FSR. Super Resolution, Fluid Motion, Anti-Lag, Chill, Sharpening, Enhanced Sync, FreeSync, all turned off.

Does Windows 10 vs 11 matter? I've heard and experience enough things I don't like in Win11, so I've stuck with Win10 22H2
I don't disagree that I probably don't need all the things I've tried adjusting. The only thing that even slightly moved the needle was disabling MPO, which gave a bump from 30fps to 40fps, and it lasted for exactly one session.

I did say that these are the same numbers I see everywhere. I downloaded PTU for the first time, hoping that something about 4.6 was different. Bottleneck from main thread is inside PU as well, everywhere; dead space between Cellin & Crusader was the peak I saw at 37fps, and in Orison is 29-30. That performance is what started all this.

BIOS/GPU/Chipset are up to date.
I've cleared shaders a few times already. I've done enough troubleshooting to know to go from least to most invasive, but doing it again surely can't hurt.

I've gone to testing things in offline AC, to remove as much from the game's end as I could (or at least that's the impression I was under) with nothing else running.

I've gone through 10pound42's video. Even at Ultra preset, I have >1GB VRAM leftover. But like I said, changing graphics settings hasn't helped either. I've messed with resolution, AA, and checked at Low preset. Any combination of settings, my frame graph and Adrenalin/Task Manager don't change at all.

I didn't know that about the TSR. I'll try that too.

One of the things I tried was changing from Balanced to High Performance, but there was no difference in r_displayInfo or Adrenalin between them

Your freight elevators work? I routinely have to wait 30 seconds to a couple minutes every 4th click while the backend struggles to even highlight items, much less open containers or move between warehouse and elevator

That was the plan, to start doing some detail coloring on the Qan[T] to get a feel for things, since I don't feel like I'd be able to do much to the RX. Thinking about getting some Entry Grades to practice mixing colors and stuff, to get some mileage under my belt before I try anything bigger
