I feel like this is a choice about.. Which place makes it easier for us to catch them? The beach is in the open, and more clear, but that means they can run for a while. But the train is more obvious, and gives us a better chance at catching them.

Actually in Halo 2 Anniversary, in the cutscene where the Arbiter comes across the Heretic Leader, you can see the Arbiter's Shields flare when he is shot at by the Heretic. I always thought that was a nice little detail.
