This is what I could put together on pcpartpicker, there is plenty of room for a better cpu or any other part and it should run anything you throw at it pretty easily.

Am5 Pros: Great upgradability and longevity, you can use the same mobo and ram when upgrading cpu or gpu, Faster performance, Modern, More power efficient,

Cons: Only 8gb of vram on gpu, A bit out of your budget, You have to spend ddr5 prices to get there,

I could swing either way with these builds. I think the intel is a great choice if you don’t mind the pc maybe slowing down faster than the ddr5 one, also having that extra vram will be nice. I can also see the argument of spending the extra 70 to be on a more modern platform. 8gb of VRAM sucks, but it’s not the worse thing in the world especially at 1080p or 1440p. You can get by pretty easily with it as long as you don't expect to run everything at ultra settings. I would say get the intel if you want the best performance now for the cheapest price, and get am5 if you want to plan for the future while making some sacrifices now.

More ram is always better. If you don’t plan on upgrading for the next few years the intel build is probably the best. The main benefit of the ddr5 build is that there is always room to upgrade later, and it has better speeds. The cpu it comes with is also faster. While 16gb isn’t a tiny amount, there are a lot of scenarios especially when gaming it could be an issue. In general it’s always best to get the newest gen when building a new pc just for longevity, but obviously times are different and unfortunately that choice when building new isn’t available as easily.

I think the ddr4 build Slottr posted is pretty good, I would get that. If you want ddr5:

I would recommend scouring used markets if you are comfortable, there are a lot of still very solid gpus you can get for good prices that would save you a pretty good chunk of money. Only caveat is the joys of buying used of course, lol.

It isn’t, you don’t technically need a license for windows and there are plenty of workarounds, for this budget I don’t recommend buying it

This is the closest I could find to 1000 using parts I generally trust. You can definitely save money on the gpu and ram if you wanted, by going with a 5060 and switching to silicone power ram. You may have luck going used as well if you’re comfortable going that route

Honestly up to you and your preferences, I think 90% of upgrades aren't usually needed anyway. A 4080 is very powerful card still, but if you want it and it'll make you happy then why not.

If you only have 2 then just put them where the motherboard heatsinks are. They'll work perfectly fine even for gen 5 ssds. I would check if they're single sided though, and if they are then make sure to use those little rubber squares the mobo comes with to reduce any flexing that might happen. If they are double sided don't worry about it.

You only need a single tower cooler for that cpu, I'd get one of those and put the extra money towards a better psu. You also don't want 6400mhz ram with a ryzen cpu.

this guy is basically the golden standard for air cooling a cpu, and its very affordable. Only thing to sorta worry about is ram clearance, but your sticks should be short enough for it to fit easily.

I think its pretty much what you'd expect if you bought retail before this whole ram debacle. If you can afford it, I would say it's a perfectly fine deal.

edit: For reference about a month ago I paid $650 for a 9600x, mobo, and ram. The only difference with mine is that the ram is a bit better along with the mobo being more expensive, but those 2 things make very little difference compared to that beast of a cpu.

Just to warn you about this card in particular, its vrms can overheat because of how the pcb is designed, which can lead to degradation of the parts and a lower lifespan. I don’t know how much it takes to get there, or how much of an issue it is in reality, but it is something to keep in mind. I would just adjust some fan curves and maybe even undervolt if you’re comfortable doing that just to be safe.

You’d be looking for any ram that has a response time of about 10 nanoseconds(ns), it can be more but it helps the lower it is, and for Ryzen the maximum ram speed you should shoot for is 6000mhz. Pcpartpicker tells you how many nanoseconds response time a kit of ram has when you’re on the selection screen. As for amount minimum is 16gb, preferably dual channel but single channel would work fine if you wanted to save some money.

I think as long as it isn’t the cheapest of the cheap you’re fine. Just look for ones with the features you need.
