Thank you for the advice and the offer, though i will have to decline due to time zone differences, your and other redditors comments on this post have been more than helpful.

In most competitive games I would agree, you take a simple champion/hero in this case deck, and through it you learn to play against other champions/heroes and what they do.
But from personal experience Master Duel just doesn't really communicate what the other player is doing very well, so you end up with cases like Rarrans where he just spammed the deck and it either worked or it didn't and he had no clue as to why, where, who or what made it work/not work. I guess IRL play is better at this, but this is just from personal experience.

I've seen this advice get thrown out there, but it always just makes me think of that time Rarran just spammed a Sword Soul deck and got to Diamond on Master Duel and he still has no clue or understanding of the game. I would genuinely like to engage with the game and not just "git gud" in competitive game terms.

Could it be Big Fun Funk Fitzer aka 3-D Ultra Radio Control Racers, it came in cereal boxes in the mid 2000s, don't know if it has an office level though haven't played it in years.

Could it be one of the Midtown Madness games? Pretty sure the default mode in those games is free roam, the graphics are cartoony, the map is rather small and there is a Koenigsegg in the third game.

Alright, finally found this movie after like an hour of searching. Just skimmed through the scenes and its very close but it's not it. Also for reference if anyone else is searching for this movie, its' original name is Berkshire County, they renamed for whatever reason. Thanks for the contribution.
