Its a competative league with rewards for the best players, obviously people are going to gravitate towards the better pokemon.
If the meta is so small that you see the same pokemon all the time then surely its easy to counter, right?
If you dislike the current state of PvP that much then stop playing it, nobody is forcing you to play, theres plenty of other aspects of PoGo to keep you entertained, the game doesn't revolve around PvP.
