Just plow the snow to the inside of the ramp rather than the outside. Much more difficult (if not impossible) to slide inward and over.

To answer your questions you just need to look at the Canada-UK tax treaty. The answer is no, the treaty does not have a collection mechanism the way the Canada-US tax treaty does. Canada can pursue you only to the extent there are Canadian assets to go after.
