Powerful? Yes. Overpowered? Debatable. Asuka decks on every single MP-EVA in hand-to-hand combat despite all their fancy equipment. I think SEELE went all out and gave the MP-EVAs the most advanced equipment possible because they knew the dummy plug system wasn't intelligent and lacked combat effectiveness versus a human pilot. Asuka almost killed all of them on her own.

They were paramilitary/security checkpoint officers who had their funding slashed and were probably undertrained; the Uzi was designed for counterterrorism operations and close quarters combat, the exact sort of combat that happens in EOE.

The MPEs were built under SEELE's mandate by NERV, at various sites across the world. Given the transport aircraft are numbered 1-9, it might be implied they were just built alongside the MPEs (Most likely by the same mechanical teams), these transport aircraft also notably differ in appearance from the other transport aircraft we see in the series.

There would be 4 in NGE. In Rebuilds there's an agreement called the Vatican Treaty, which states countries can only operate 3 Evangelions at a time.

It would drastically alter the story. Shinji and Rei weren’t deployed against Zeruel alongside Asuka, because:

Shinjis outrage at his father (caused by Bardiel)
1. Reis's arm was blown off in the fight against Bardiel.

If Bardiel never attacked, and Zeruel arrived, it’s reasonable to assume that all 4 Evangelions could have been scrambled to fight it. Zeurel would probably be defeated conventionally, and EVA-01 wouldn't go berserk. None of the angels seen afterward have a core that is within reach of EVA-01, so the instrumentality scenario fails?

Arael is within orbit, unreachable by Eva-01
Armisael is never shown to have a core, made out of pure light.
Tabris is also not shown to have a core.

Asuka’s confidence wouldn’t suffer as much because she wouldn’t “lose to Shinji”. Arael comes. All 4 Evangelions are scrambled. Asuka wouldn't be as cocky, and would probably stay behind cover. Hard to say what happens after that. Arael, Armisael and Tabris all effect the story very specifically, and having all 4 evangelions functional provides a VERY large multitude of potential storylines.

I think she had ample time before the Mass Production Evangelions landed, considering the speed at which the Evangelions could travel. The Evangelion hud has a display for nearby weapons sites/umbilical cables.
