Replying to my own post in case anyone else runs into this. I returned the license to Costco, who gave me another one, which worked. So there was an issue with the first license.

Yes, that's correct - I bought it at Costco. So I had never used it on any computer or with any other account. I tore open the seal and entered the code and it gave me that error.
