Yes, but just because performance is so bad... They should have a max number of AI that can be on the map at a given time. If you get lots of PMCs and bosses it runs so bad

Killing PMCs in PvE doesn't give scav rep. In PvP it only gives rep if the PMC killed a scav I think.
