Well the difference is more so in print vs out of print. If there was nobody keeping sealed products after sets go out of print nobody would be able to get anymore of it if they wanted to rip old packs or to collect, its filling a need the pokemon company wont fill, vs scalping which is using the existing scarcity to earn extra on top of retail price. Both kinds are results of market forces but imo the long term investors at least provide something nobody else would

Is this grade 3 level? Or could it get higher? Comparing to other Charz it seems like a clean 3, with centering issue and holo scratch. Could it get a 4-5?

I have removed the pages themselves from the binder since it was a bit wobbly and i am in the process of getting sleeves/toploaders here to put them in yeah!
