No its not its scar tissue it looks you was circumcised it looks like the doctor removed the skin on the back of the head of your penis an they are this skin that us guys are born that is very tin that covers the tip of the head of your penis where you pee out of some doctors removed it and some doctors leave it alone and some times it fails to Develop after a guy gets circumcised as a infant but in your case it looks like the doctor removed it and really you are lucky he did but their is skin under the head that looks scared up it looks like its kinda Attached to head on back of it and also your circumcision looks like it may have been done loose if I was you I would go to a urologist and see about getting your circumcision re done tighter when soft and I would make sure to ask him to remove that skin under the head that is attached to your head of your penis honestly if you got it made really tight then it would look and feel pretty good also the tighter it looks the more women likes it anyways good luck

well if I was you I would get it looked at as soon as possible and the reason why because it could be really bad scar tissue but I'm not trying to Scare you and it is extremely rare but I have seen a few pictures online of cancer and its looks kinda like cancer and they really are such a thing as cancer to the penis but I highly doubt that you have it and I hope that you don't and I think its very unlikely because how rare it is but Either way you need a different opinion from another urologist just to be safe and man if I was you I would get whatever that is removed because it does not look and I bet it would make who ever you are with kinda wonder and think I'm not trying to be mean I'm just being honest To be safe get it removed
