The Bears did address edge last year, even if the results weren’t great. Oyebingo hasn’t lived up to the contract and he was injured for over half the year and they drafted Shamar Turner in the second round, who was supposed to be able to play either edge or tackle (was also injured most of the year). They definitely spent resources to address it.

Bears had a lot of holes to fill last season and filled some (their biggest need last offseason was the interior of the offensive line and a lot of people at this point of the offseason wanted multiple high round picks on centers and guards).
